Machinery Commissioning Supervisor

The Machinery Commissioning Supervisor is responsible for overseeing the pre-commissioning and commissioning of the static and rotating machinery within the North Utilities Area. This role focuses on ensuring that all machinery is correctly installed, tested, and certified according to design specifications, the contract, procedures, and operational requirements, contributing to the safe and efficient operation of the facility.

This position reports to the Project Commissioning Manager and the Area Commissioning Superintendent.

Function

โ€ข Commissioning Planning
o Develop comprehensive pre-commissioning plans and machinery procedures, outlining objectives and schedules for testing and validation.
o Collaborate with project engineers and other commissioning disciplines to ensure that pre-commissioning activities are integrated into the overall project schedule.
o Review vendor procedures/reports and subcontractor method statements.

โ€ข Testing and Verification:
o Supervise vendor and subcontractor testing of machinery, including its instrumentation and controls, interfaces, interlocks, loop checks, and safety devices.
o Supervise integration tests to ensure that systems operate correctly and safely.
o Drive mechanical completion on a system and sub-system basis as required by the project schedule.

โ€ข Test Procedure Development:
o Create and/or review commissioning test procedures (CTPs) for machinery/mechanical systems, ensuring they are detailed and in compliance with the contract and industry standards.
o Ensure that test procedures are clear and provide specific instructions for conducting tests safely and effectively.
o Determine temporary system requirements to enable pre-commissioning testing.
o Prepare schedules for vendor testing, assistance, and support.
o Determine plant, equipment, tools, and specialist tool requirements for pre-commissioning.

โ€ข Issue Identification and Troubleshooting:
o Identify and troubleshoot issues that arise during the pre-commissioning and commissioning process, working closely with other site disciplines to implement solutions.
o Document any discrepancies from design specifications in Nonconformance Reports (NCRs) and coordinate corrective actions.

โ€ข Documentation and Reporting:
o Prepare or review detailed pre-commissioning reports summarizing testing activities, results, and any issues encountered during the electrical commissioning process.
o Maintain accurate records of all pre-commissioning activities, including test results, inspection reports, punch lists, and compliance documentation.

โ€ข Collaboration and Communication:
o Work collaboratively with the Commissioning Manager, other commissioning leaders, subcontractors, vendors, and other engineers to ensure the effective execution of pre-commissioning tasks.
o Communicate test results and findings to project stakeholders, including the Commissioning Manager and clients, ensuring transparency and alignment.

โ€ข Safety Compliance:
o Adhere to all health, safety, and environmental regulations during electrical commissioning activities.
o Ensure that all safety protocols are followed and that personnel involved in commissioning are trained in relevant safety practices.
o Ensure that RAMS, PTW, and LOTO are correctly implemented and act as the approver for PTW issuance by subcontractors.

โ€ข Final Acceptance and Handover:
o Participate in the final acceptance process, ensuring that all systems are fully tested, verified, and certified to meet the acceptance criteria.
o Facilitate the handover of pre-commissioned systems to the operations team, ensuring they receive the necessary documentation.

โ€ข A degree in engineering or a related field, with substantial experience in machinery/mechanical commissioning.
โ€ข Excellent problem-solving skills with the ability to diagnose and resolve complex issues effectively.
โ€ข Strong organizational and documentation skills, with attention to detail.
โ€ข Effective communication and teamwork skills for collaborating with diverse teams and stakeholders.
โ€ข A client-oriented approach is mandatory.
